Many times, there is not enough work finished on a sculpting of a new figure to show the prospective buyers at the Toy Fair.
In these cases, a rough mock-up is made to represent the character in an assortment.
Here you have both Poison Ivy and Killer Kroc. Poison Ivy is a slightly re-decorated Super Powers Wonder Woman. Apparently her weapons were already in a finished form, but she turned out radically different from the display piece.
Killer Kroc, on the other hand, looks to be a rough sculpt that doesn't resemble the finished product at all. One can see the rough beginnings of his "hugging" action, along with a small gator at his feet.
